Scallion was Rugul’s captain during the Saiyan-Tuffle war, up until his death. Narratively, he exists as a link to the broader true Saiyan culture strong enough to be carried forward to Spina through Rugul in spite of Spina never meeting Saiyans other than her parents until far later in life, long after the species is effectively gone.

As for the character himself, Scallion is a hunter by trade, and is only once removed from the original culture of pre-monarchy Saiyans, knowing of it through his own late mentor who was a child when the first king took power. Because of this, and said mentor’s passing of the old oral tradition down to Scallion, he was able to carry it forward to Rugul before his untimely demise, along with his hatred of the entire concept of monarchy.

Scallion has scars on his left shoulder and forearm from his first attempt at the Hunter Trial, the final task of an apprentice hunter. He failed the hunt and was lucky to live thanks to his mentor’s pity, and was able to try again when he recovered, succeeding the second attempt. From this he carried with him not only those scars from failure but the lesson to look out for those under his wing later in life, and not to let someone’s mistake be their death.

As many hunters were at the start of the Saiyan-Tuffle War, he was drafted into the army as a captain of a scouting party that consisted of himself and four children from a local creche. From the start, he and the inquisitive Rugul formed a mentor-student bond. In general, Scallion despises hierarchy and insists his subordinates address him by name and not as “captain” - only invoking rank a single time as he orders Rugul to flee the scene as he is dying.
